A Letter From the Fire Mages Quest Guide
While you do unlock this quest quite early in Chapter 1, I would recommend waiting until Chapter 2 to start this side quest. That’s because you need access to the Old Camp castle to access the Temple of Innos as marked above. If you don’t want to wait that long to start this side quest, then you can either learn about becoming a Shadow or bribe Thorus.
To learn how to become a Shadow, speak to Diego then Thorus at Old Camp to start the Admission to the Old Camp – Chasing Shadows questline. Completing it will give you access to the castle, as well as acceptance into joining the Old Camp alliance.
Otherwise, speak to Thorus at the castle gate and bribe him with 1000 Nuggets to let you through. This method will not associate you with the Old Camp alliance, making you free to choose any other camp to join later on. After getting access to the castle, go left to find the Temple of Innos and speak to Milten here.
Give the Letter to Milten or Torrez Choice Guide
You can choose who you wish to hand over the Fire Mage’s letter to. You get two options: either give it to Milten or Torrez. The choice will depend on the rewards you get in the end, and the rewards will also vary if you have handed over a sealed or an opened letter.

Best Choice
Personally, I preferred handing over the letter to Milten and then speaking to Torrez to get two unique rewards. While the reward pools are the same, you don’t have to worry about missing out on the other rewards. As for whether I handed over an opened or sealed letter, I had to read the contents, so I got 100 XP less for handing over an opened letter. The difference wasn’t abysmal, so it didn’t matter much.

The best reward depends on your playstyle. The Ring of Power grants +5 Strength but -5 Dexterity, while the Ring of Lesser Dexterity grants +5 Dexterity. The Essence of Spirit grants +2 permanent Mana. The Elixir of Healing offers Heal +100 when consumed.
