In Fisch’s new Fischfest event, you can claim a brand-new rod by completing Captain Conk’s questline. After obtaining the rod, you have a lot more work cut out for you in removing the restricted status on the rod.

How to Get the Starshell Rod

With the new Fischfest event, you unlock a new island. Alongside that are new NPCs who will hand over new quests. One of those NPCs is Captain Conk, and completing his lengthy questline will reward you with the Starshell Rod. Most of the quest objectives are quite easy, such as finding certain NPCs on the island or gathering certain supplies.
Finally, you will reach the point where you need to gather 3 Sunslasher. I recommend using the Migu Rod without passives and using the Coral Pearl bait. Wait until it is Tropical Sun weather and get behind the waterfall on the island to have a higher chance of catching Sunslashers. Return to Captain Conk to get the Starshell Rod, but it is currently restricted.
How to Unrestrict Starshell Rod
You need to catch the Flameslasher to remove the restricted status on the Starshell Rod. To find the Flamecatcher, you need to find 7 different colored conch shells around the island and unlock the gate to the Heart of the Island. Equip the Starshell Rod and get to fishing in the lava.
How to Catch the Flameslasher

Your goal to catch the Flameslasher is to focus on the two smaller bars at the bottom of the fishing bar. You need to focus on filling up the top white bar to max by following the fish on the meter. The red bar, on the other hand, will increase or decrease your progress of the white bar. The only way to fill up the red progress meter is to catch the flames that fall from above and have them land on the larger meter bar.
There is a catch, though. If you let your red progress bar fill, it will cause an explosion and end the game. I would suggest stopping grabbing the flames just before the red meter gets filled, then keep up with the shuttling fish on the main meter bar. Once the red bar reduces a bit, continue to collect flames and rinse and repeat.
After catching the fish, return to Captain Conk to remove the restricted statue on your Starshell Rod. You will also unlock the Sunhat Starfish companion.
