Most regions in Pokopia will have unique dolls that you can use to get to various Dream Islands. In Bubbly Basin, you can pick up the elusive Starmie Doll, but you need to scavenge the areas a bit with the help of Frillish.

How to Find Frillish
Before you can get the Starmie Doll, you need to find Frillish and unlock their questline. You can’t find Frillish early on, as you need to progress through the Bubbly Basin storyline until you reach Environment Level 3. After that, find Popplio hanging around your base and speak to it. You will get several dialog options, but the one we need to ask about is the floaty pink friend.
Popplio will mention that this Pokemon loves to explore, and will point you in the direction of a cave. Make your way over there and use Rock Smash to clear the cave entrance. Deep in the cave is a lone Frillish, and you can speak to it to start its quest.
Completing Frillish’s Request
After registering Frillish to the Pokedex, speak to it again. It will mention that it wants to explore the cave further, but it’s blocked. Ask Frillish to follow you first, then take down all the netting around to uncover the next area. Travel along the linear path until you need to go above water. Break down the dirt walls using Rock Smash to uncover a new area. Frillish will comment that they feel a strange presence nearby.
Finding the Starmie Doll
The next part will be a bit difficult, so I recommend having a Neo Dowsing Machine with you. Luckily, Frillish does have a Search skill too, so you can combine both skills to find the Starmie Doll. Continue onwards and dive into the small pool nearby. Follow the linear path until you find some train tracks. I would suggest taking your time around this area to collect resources.
Walk along the train tracks while using your Dowsing Machine. It will lead you to the left side of the tracks where several breakable Star Spotted Rocks are. Use Rock Smash on them, and you will get a notification about some treasure hidden here. Collect all the items to uncover the Starmie Doll. Return to Frillish to complete the quest.
