How to Start the Halibut Harpoon Quest

The Halibut Harpoon is given to you after completing all of Dr. Monty’s quests. You can find Dr. Monty in his lab within the Outer Deep (461, -2002, -13150.2). To reach this location, head north from your spawn point and enter the ocean to reach the Depths. Then continue swimming north towards Beacon 1P-2. Once you reach the specified location, you can’t just enter through the front door.
What worked for me was to find a highlighted window in the first building, then go through it to find the lab. The window is right beside the Cartographer NPC. Once inside, you will find Dr. Monty near the whiteboard, and you can talk to him to start the first set of quests.

Dr. Monty’s Quest #1 – Pufferfish Abroad
After supplying the right answers, you will get the first task, which is to catch and return different types of Pufferfish. You need to catch 10 Pufferfish of each type. Below is a table of the Pufferfish types, their location, and appropriate weather to capture them.

Dr. Monty’s Quest #3 – Collect My Pufferfish Electric Boogaloo

To complete the third quest, you need to wait 5 real hours, then meet Dr. Monty. Again, you are tasked with collecting various Pufferfish types. But this time, you have different amount requirements. Some types will require just 1 or 2 of the Pufferfish, while some will require 10. Luckily, you don’t require Perfect Catch for this list. Dr. Monty’s Quest #4 – 500 Pufferfih
The last step of the quest will help you add mutations for the Halibut Harpoon. For this quest, you need to capture 500 Pufferfish with Perfect Catch using the Restricted Harpoon. Before leaving Dr. Monty’s lab, purchase several Carrot Stick baits, as this is the preferred type of bait for the Pufferfish. Then, visit any nearby body of water.
My personal preference is Roslit Bay, since it is close to the spawn point. But you can visit anywhere and use the Harpoon Rod with the Carrot Stick bait to complete the quest. Return to Dr. Monty, and you can add mutations to the Harpoon Rod.
Dr. Monty’s Quest #5 – The Final Hoard

This is the final quest from Dr. Monty, and you need to complete this quest if you wish to unrestrict your Halibut Harpoon. For this step, you need to Perfect Catch and return 25 of the following Pufferfish variants:
- Bathyal Pufferfish
- Thalassic Pufferfish
- Hadal Pufferfish
All of these mutations belong to the Halibut Harpoon, so use this along with the Carrot Stick bait to collect all the fish and return to Dr. Monty. He will ask you to pay him 50 million $, after which you will have unrestricted access to the Halibut Harpoon.
