How to Find the Vault Keys
Like most keys in the game, the only way you can get Vault Keys is by taking down the constables in your path. The best place I found where I could collect the Vault Keys was while exploring the Constable’s Guildhall. This will require you to progress through the game a bit more, but it is accessible early on.
Once you reach the upper floors (either the first or second floor) of the Constable’s Guildhall, look around for constables wearing a white uniform. One way that helped me figure out where these constables were was to listen to their distinct jangling while they walked around.
After that, sneak up on them and either perform a takedown or pickpocket them if they are standing still. You might have to take down several constables until one of them drops the Vault Keys. If you are still having a hard time, I would suggest using the abilities of the Vistara Diamond.
This will help track down all constables in the area on your map. Also, while checking your map, pay attention to the green question marks around various areas. These icons will point you in the direction of the quest objective. Also, you can shuffle between the map and the clues and read through them. Sometimes, you will get indicators on where you can find the vault keys.
How to Use the Vault Keys
As for using the Vault Keys, your next clue will show you that you need to head down to the basement. You can pick up this clue while exploring the upper floor of the Constable’s Guildhall. Then, uncover your map and make your way down to the lower floor of the Constable’s Guildhall, right to the basement. Over here, make your way to the area with the question marks to uncover the mystery of the vault and progress the game.
