Rather, you need to purchase the vehicle from one of the markets on the drag strip.
To know the exact location where you need to go, pull up your map and find the Festival Kilometer street racing drag strip. Once you find it, make your way to the northern section of the strip to find the aftermarket. Interact with the market to purchase the MX-5 FE for 450,000 Credits. After that, you can either choose to drive the car immediately or store it away in your garage.
