In the latest update for Where Winds Meet, you will unlock new weapons and new skills as you progress through the storyline. Like most skills, you need to follow a particular NPC to unlock them. For the Flute of the Tides mystic skill, you need to speak to a flute-playing monk, complete his questline, then get the skill.

How to Start the Flute of the Tides Quest
Within the new Hexi region, make your way to the Peaceward Camp boundary stone. If you check northwards from the boundary stone, you will spot an unknown monk playing the flute. Speak to him to start a minigame. During the dialog options, I picked solo performance, which started a flute mini game.
The game itself is pretty simple; you need to press the correct buttons just as the icons fall into the circle. Timing is everything here, so wait until the icon is aligned with the circle to press the right buttons. I also figured out that to trigger the quest; I had to score above 1000+ points. Once completed, speak to the monk to unlock the Flute of the Tides quest.
How to Complete the Flute of the Tides Quest
As part of the quest, you need to head over to two locations and use your newfound flute-playing skills at the resting places of the Anxi Army. The two places you need to go to are:
- Whitecrown Fortress.
- Heroic Tomb.
If you check your map, you will spot the two marked locations on it. Head over there and find the gravesites. Interact with the sites to start the flute mini-game. Just like earlier, you need to hit the right keys as the icons land inside the circle.
Again, try to aim for 1000+ points, then head back to the unknown monk. Speak to him for the last time to unlock the Flute of the Tides mystic skill.
How to Upgrade the Flute of the Tides Mystic Arts
To upgrade the Flute of the Tides, you need to collect Rainbone Flower, a new, unique material found within the Hexi region. You will find a bunch of them around the Peaceward Camp itself, and the largest bunch is located just northeast of the boundary stone.
These areas are also home to high-level enemies, so always come prepared. Once you have enough, you are free to upgrade the ability from the Mystic Skill Upgrade menu.

Play the mini game again and try to aim higher than your current score. Sometimes, the mini game is glitched, so keep trying and speak to the monk after each try.

At the base level, you will deal 173% impact physical attack and 51 impact physical damage. Your fall damage will be 65% physical attack and 19 physical damage.
