Here, you need to head on over to Donescu Traverse, located in the Riverlands Region. The area is perfect to find the item.
Note: The recommended level for the Donescu Traverse is at level. 34. If the item has stopped spawning, you can respawn the item in the area by partaking in battles.

Make your way to Grandport Markets at the Coastlands Region and talk to the Ingredient Merchant to buy Quality Cloth. Each will cost around 1500 Leaves with the haggling price of 750 Leaves.
