The Shield of the Realm quest is a 6-Heart quest given to you by March. So, you need to advance through the relationship with March to unlock this quest. I could improve my relationship with him by giving him gifts and spending time with him. By completing all the prior Heart quests for March, I could unlock this quest too.
Once the time comes, check your in-game mail to find a letter from March, which will kickstart the quest. Visit the Blacksmith to find March and Olric deep in conversation. When they spot you, they will ask if you are willing to help them clear all the pending orders. Pick any dialog option to continue.
