You can find this Protocol Datalogger near the Technological Production Office. Locate the SOS crates in the middle of the rice paddy fields. Cross the rice fields until you see a house with some domestic birds. You can easily spot the bright yellow inflatable tube balloon once you reach the farms.

The second Protocol Datalogger in Wuling City is located in the Residential District. The Datalogger is placed on the corner of the street that connects the Residential Area and the Bureau of Swordmancers.
