Horizon Cartographer Achievement Bug Fix
The Horizon Cartographer achievement’s description states that you need to reveal the entire map. With each region you unlock, you complete part of the achievement. But many players have hit a roadblock where the achievement is stuck at 99%, even after uncovering the whole map. To get to 100%, try these fixes in order, starting with the most reliable one.
Using Drone Mode

The easiest fix I found for this bug is to restart the game and teleport to each region one by one. Then, use drone mode to scan the entire region quickly. While scanning, keep an eye out for the Discovery notification on the left side of the screen. This will show you the discovery percentage and help you get to 100% exploration.
Driving Off Road

Once you get 100% on all regions, the blue fog on the map will be lifted. If it doesn’t, then you might need to drive your vehicle and do some off-road discoveries. That includes driving up mountains and beach shorelines to get the discovery rank up. Travel along the border of each region to discover new areas.
Unlock Legend Island

In case that didn’t work, make sure you have Legend Island unlocked by following the main events and getting the gold wristband. If you haven’t unlocked Legend Island yet, you can use the Event Lab to load someone else’s completed map and use that instead.
Running a Rivals event can also help if the other player has Legend Island unlocked. You don’t need to explore the entirety of Legend Island, as some players still obtained the achievement as long as the island and all regions on the map were discovered.
Setting Player Homes as Base
As a final tip, try setting a player’s home as your own, as this helps fix the bug eventually. To set someone else’s home as your own, visit their home, and you will find a prompt to set it as a base. Once you do that, wait for a while, and you might get the achievement unlocked.

No, you just need to drive all around the region or use the drone to discover all the areas within the region for this achievement.
Do I need to discover all roads to get the achievement?
No, road discovery is not a part of the achievement, so you don’t have to use your car to drive and can instead use the drone.
