Steps to Start the Bubbly Basin DLC

First things first, ensure you have updated the game version, then log in and start the game. Then, you need to make sure that you have unlocked Bleak Beach and completed all story quests while raising your environment level. Technically, you really need to reach the endgame and have Raikou registered in your Pokedex before you can unlock the DLC.
- After that, make your way to the Pokémon Center and speak to Professor Tangrowth.
- He will point you in the direction of a new island and will ask you to swim over there and find new Pokémon.
- I chose to turn into Dragonite and fly over there, but you could use Lapras’ swim ability.
- Once you reach the island, speak to the Manaphy nearby and offer to feed them some Seaweed. You will find seaweed on the island itself.
- Collect 5x seaweed and hand it over to Manaphy to get the Dive ability.
- The Dive skill allows you to dive underwater, and Manaphy will ask you to practice the skill in a nearby pool.
- As part of Manaphy’s task, pick up the Decorative Pokeball from the end of the underwater cavern, then return to it to complete the second quest.
Learning How to Dive

Manaphy’s dive skill is extremely useful later on, especially when you need to find the entrance to the Bubbly Basin. To learn how to dive, just follow the steps below.
- Hold down B to start swimming. Holding down the L+B keys will make you dive lower, while holding the R+B keys will help you float upwards.
- Holding the ZL button will allow you to float underwater.
- Rotating the L joystick will make your character sink quickly to the bottom of the sea.
How to Unlock the Bubbly Basin

I thought learning how to dive and unlocking the small island was the end of it, but it wasn’t until I went back to Professor Tangrowth at the Pokémon Center that I encountered someone new. You will spot Popplio near the Pokémon Center, so introduce yourself to him. Popplio will be amazed by the changes you have made to the island and requests your help in saving his home.
Agree to the request, then follow him out to the sea. Dive into the water and swim down until you spot some ruins and a closed gate. Interact with the button beside the gate to finally unlock Bubbly Basin. Popplio will take you around on a tour of the new area, and you can treat this place as your next renovation.

You will find the gate to the north of Bleak Beach, under the sea. You can follow Poppilo to find it.
Professor Tangrowth doesn’t appear for me, what do I do?
Make sure that you have completed all the main quests and raised the environment level for all bases. Unlocking Bubbly Basin is an endgame activity, so you need to complete everything to find Professor Tangrowth.
