This meme has been around since the beginning of the Resident Evil series, and you can now encounter this elusive Tofu in RE9, too.

How to Trigger the Tofu Survivor Easter Egg
After completing the boss fight with Victor Gideon at the end of the East Raccoon City chapter, you will reach Raccoon City Center. Enter the RPD and clear out the area from zombies and other enemies lurking within. Once you hit the Reception of the department, you will spot a ladder to take you up that’s tied. Use your gun to shoot the rope, which will release the ladder.
Once you are sure that the area is clear, there are three locations where the Tofu Survivor will spawn. All spawn locations will be on the lower floor. You will find the Easter Egg on the broken wall of the Operations Room, the broken window down the passage outside the Operations Room, and outside the broken wall near the ladder.
You will also hear a distinct sound to signal whether you are in the right place to spot the Easter Egg. Walk up to these areas, and the Tofu Survivor will spring out. You can shoot it with your weapon, which will make it disappear and reappear in a different location. Do this 3 times to complete the Easter Egg.
