How to Unlock Downtown in Schedule 1
To unlock Downtown in Schedule 1, you will first need to achieve the Hustler 1 rank. Once you achieve this rank, you’ll be asked to deliver a sample of your product in the Downtown region. Ranks in Schedule 1 are earned by, well, selling more and more drugs. To achieve Hustler rank, you need to earn at least 825 EXP. There are several ways to increase your EXP in Schedule 1:
- Deal the products yourself: Even if you have a widespread network of reliable dealers, there’s just no replacing that organic, direct-to-consumer dealing. Keep checking your phone for requests and try to fulfill as many as possible.
- Build a network of dealers: It’s essential to keep expanding your empire as you rise through the ranks. Keep checking the map to isolate potential dealers. Your map will frequently show ‘???’ markers, indicating the emergence of new potential dealers. Hire them, acquire their customer base, and enjoy EXP.
- Evade the Police: It won’t be a true drug-dealing experience without some over-the-top police action. Evading the cops looking for you, especially at ‘Wanted Dead or Alive’ level, grants a special boost of EXP. Try stringing them along, use their firepower against them, and evade at the last possible moment to gain a high amount of EXP.

Why can’t I unlock Downtown even though I’m an Enforcer?
