Having high-tier weapons and armor is crucial for your survival against foes on maps at Risk Level 3 and 4. Once you unlock a new Tier in-game, prepare to do a solid grind to get Legendary Tier 2 or 3 sets before proceeding to the next Risk Level.
Unlocking Tier 2 and 3 Items in R.I.P. – Reincarnation Insurance Program

At first, you are allowed to play an area on Risk Level 1, which serves as a default gameplay mechanic without any extra damage or bonus rewards. Once you beat a map or area on Risk Level 1, you can replay it on Risk Level 2. Beating Risk Level 2 will unlock Risk Level 3, and so on.
Each Risk Level adds to enemy health and their damage-dealing capabilities, but simultaneously, it also helps you gain more rewards and a high character XP boost—a high-risk and high-reward system to upgrade your character to max.
Risk Level 1 (Tier 1 Unlocks)

Risk Level 2 is a difficult variation of the first Risk Level (Default). Prepare to meet the same enemies but with higher health. The Tier 1 weapon drop rate will be a bit higher compared to the Risk Level 1.

Once you have beaten Risk Level 2, you will unlock Risk Level 3. This makes you eligible for Tier 2 weapon and armor access. You will get a Tier 2 weapon and armor set as drops from bosses and enemies, and they are also purchasable from the store.

Risk Level 4 adds another difficulty layer over Risk Level 3; you will also be getting Tier 2 weapons and armor on this level. The only thing that changes is the chances and quality of Tier 2 weapons and armor compared to Risk Level 3, along with gaining more XP and Credits.
Risk Level 5 (Tier 3 Unlocks)

Can I buy tier 2 or 3 weapons and armor from the start?
No, you only have access to a Tier 1 weapon at the beginning of the game. You must unlock Tier 1 or 2 arsenal by beating areas on Risk Level 3 and 5.
Are Tier 2 weapons better than Tier 1?
Yes, DPS, Damage, Capacity, and perks are going to be much better than Tier 1.
Should I play a specific map to unlock high-tier weapons and armors?
No, you can almost play any area or map in R.I.P. – Reincarnation Insurance Program at their Risk Level to unlock the new sets of weapons and armor.
Can Weapons Be Shared between Characters?
Yes, if you obtain a Sniper Rifle as Claire, then you can put it in the storage to take it out when you are playing as Katerina. Each character is allowed to equip a weapon assigned to them by the game.
Weapons can be shared but not equipped; you can’t equip a Sniper Rifle or Rocket Launcher while playing as Claire or Luna. Only Mors can wield a Rocket Launcher; the same goes for every character in the game with their respective weapons.
